What makes you think the water and solvents in the paint can't evaporate the same way? That's what "curing" is.
You're right that PPF is gas permeable to a degree. It does slow this process, though. I think this is only a concern with freshly sprayed body shop paint that is not baked. If the shop bakes it, it's probably ok. It's also not a concern with OEM clear which BMW uses powder and bakes it at high temp so it is 100% cured by the time of delivery.
