Brake vent tube covers? What's the ppint?

I have been meaning to ask for some time: what's the point of the vented covers capping the brake duct tubes?

They I assume constrict or at least slow airflow, when that seems silly where their whole purpose is to cool the brakes.

Any reason NOT to remove the covers?

They will prevent over cooling of the brakes and tyres in normal use. Remove for track use or very spirited road use.

They also protect the brakes from debris in day to day use.

Pads work best when they have some heat in them, sending cooling air to them when it isn't needed reduces the braking efficiency.
