It's about creating a dangerous situation + accidentally or intentionally compromising the flying lap of a competing driver.

During this Q3: if Russell hadn't taken evasive action, there would have been a big shunt, rear-ending Verstappen's car at high speed.

I expect Verstappen to be dropped from P1 to P4 later today.

Another example: Perez impeding Hulkenberg during Australian qualies. Grid penalty - 3 positions.

More on the Russell self made drama, MAX says that RUS could have easily just braked instead of trying something on. 'Both drivers were on a slow lap apparently so MAX should be clear.

I just watched the sprint race and the qualifying.
What an interesting development. The RB20 sure is a strange and finecky car...
I didn't expect the Mercedes to be this fast (at least in the hands of RUS), but I also didn't know it could be this cold in Qatar (never been there..).
The temperature seems to be key for Mercedes.
It's gonna be an interesting race tomorrow

But this potentially creates a dangerous precedent that drivers that are not on an outlap can push down on the throttle and drive up to a slower car and say that they are being hindered.
I don't know if this is a desirable development.

When not on a push lap, cars are constantly in and out of the delta to cool tyres, recharge the battery etc.
So quite an unusual punishment imho.
