You remind of the family of this girl who got dragged to death when her car was stolen in San Francisco, they declined to press charges on the thief cause it would hurt his feelings

you are right this isn't a funny story - it is Karma, and if the person hadn't been under a car stealing something, they wouldn't have been run over - they put themselves in harms way - that doesn't justify a death sentence - but again - don't put yourself in a stupid situation, and you can easily avoid this

Let's say the prime minister or the president is visiting your town, or maybe even the Pope.

And as he is walking by a crowd, you or someone else like the cat thief lunge at the man and try to snatch his necklace or just jump on him, do you think the ARMED bodyguards of the president would be justified to blast you?? Maybe you had something shiny in your hand , like a wrench, the security has to make a split second decision to assess the danger level and respond effectively to ensure the safety of their client. It always depends on the circumstances, the stuff the detectives find out and that goes into the actual case. Like if you were to execute a robber, while there was no threat to your safety, point blank, in the back of the head, yeah, you should go to jail. But if you shoot a robber breaking in, not knowing their intentions and they are continuing, you are likely well justified. That's the kind of stuff they look at. The person that got their catalytic converter stolen may have assumed they could just drive off in a variety of reasonable scenarios and that wouldn't be trying to intentionally kill anyone. That the perp got killed in that process is too bad. Will other thieves think twice based on this story? Probably not, that's why they are thieves, they aren't thinking rationally to begin with.
