Shoes, as mentioned #1 fixer.
I haven't had any since I started to get more serious about staying fit a few years ago, but there's a small stretch I added takes like 30 seconds. kneel down and sit on your calves/feet and lean back and feel the stretch on the front of your shin. only stretch as far as it takes to stretch though. don't do hurt yourself. Pretty much along the same lines that Big Dog said on teh stairs. When you're done running stretch calves and the fronts of your shin (forget the muscles names) just $0.02

More often than not shin splints can be avoided by wearing proper fitting running shoes. I know that was my problem.
Also, depending on how much and how often you run, the shoes will wear considerably. Bad shoes = unhappy feet/legs. If you really want to be serious about running, you need to stay on top of it.

Quick Update
Thank you for all your help and advice. I have been doing the exercises for my calves and tibialis muscles. I got me a nice pair of great fitting running shoes and today I ran 6 miles with no pain at all. I could have ran more but I didn't want to take my chances. I did 3 miles in 23 minutes and I still want to shave off another 2 or 3 minutes by the end of the year.
