wharton may have a program similar to my graduate school (also ivy league) -- each year, there were 30 merit based fellowships that covered the ENTIRE cost of 35k tution and a 10k stipend for each year; it was mainly used to attract exemplary students.

Ivy league schools rarely, if ever, give academic scholarships . However, there are ways to get scholarships to these schools through closely affiliated groups and organizations. The ivy league schools do give quite a bit of need-based financial aid. They still make their decisions based on the usual financial aid forms. The difference is that where most schools create a package of scholarships, grants, loans, and work study, many ivy league schools (Harvard being the originator of the trend) meet the entire financial aid need with grants and scholarships.
As far as University of Pennsylvania (often referred to as Penn), they are an ivy league school and Wharton is the business school within the university. Undergrads can take courses in the school, but due to its highly ranked MBA program, people mistakenly think of Wharton as a graduate school only.

Ivy League schools NEVER give academic scholarships. They aren't allowed to. It's against the charter/league rules. They do however hand out a ton of need based aid if you're "poor".

Wharton does have its own undergraduate program which you can be admitted to as well, it's not purely a division that undergraduates can take some classes from.
