Type c port (armrest console) question

Does plugging something (in my case a type-c to cigarette lighter to vantrue dashcam) drain battery when car is turned off? I noticed after my car is off it is still staying on longer than when I leave it connected to the actual cigarette lighter in the center console as opposed to the type c under the arm rest. I only went this route because I hate seeing the cigarette lighter/wires being crowded in the center console and the armrest setup is much more hidden. Lmk how this type c powers off if at all since I just disconnect it for now to avoid battery drain.
