California dealer incentive tax question

Quick question.

when dealers offer cash incentives for new cars are the incentives taxable for sales tax.

I found out the cash for clunker rebates are not taxable in california but are subjet to license and registration fees.
But can't seem to find anything about dealer incentives.

Thanks
