It's for looks/personalization/customization. Technically it also makes it easier to get into/load stuff into the back.

Same as people putting hydraulic suspension on their Lowriders, or people jacking their 4x4's up into the sky.

Are 40 year old work trucks with such modifications common in your neck of the woods?

Not in my neck of the woods per se, but in the Mini Trucking/Trucking world yes they can be.

I came from that scene and I also have a bagged truck that lays frame,(not finished, haven't worked on it in a few years)

Now that I understand! Don't get me wrong, I have of course seen plenty of slammed trucks. Just in my lifetime this is the first with tool boxes and a rack. Different strokes, but it gave me a real chuckle that somebody would go to that length with a truck of that nature.

Yeah I get what you mean. Well I mean think of it this way, if he is a welder/fabricator/shop owner then that can help to show/advertise his work and get people's attention easier.

Pst......work truck air bags are for pulling heavy loads. The heavier the load the more air inflated , the smoother the ride. Also, you can back up to a trailer, lower, raise, then drive off without having to mess with the trailer jack to lower it onto your coupler. This is modified not for appearance but for actually getting shit done. I'm sure he drops it on the ground in public for the lol factor.
