I’ve agreed with almost everything you’ve posted in this thread, but I’m not sure what you mean by this. BMW has used this allocation process for as long as I’ve been aware of their process (I put an order in the order bank and had to wait on an E46 M3 allocation in 2001)

Kind of like how the allocation process is for Porsche. They don't bang out 911s and deliver them to dealerships. A waitlist builds, some allocations are given, then cars are made. Saves dealers money on having cars sitting on their lots. Also, probably, reduces the chances of getting a car below sticker as less cars on the lots means they can hold cars longer.
