1) You'd have to be arrested. You were cuffed, but not arrested. Not the same thing.

2) Hate crime? How? You stated you were black, so what was this other guy? A hate crime is one race creating a crime out of spite against another race. If he was white it doesn't matter, as they're not considered valid for hate crimes. Hate crime is a whole nother level above regular crime.
