Well to be fair - back in 2000 (which I think is date at top), the Internet was quite different to it is now, the dot-com bubble was over, most people only had a desktop style computer and smart phones like the iPhone were still some way off and tablets even further away, so without any imagination it could have looked like a downward slope.

I suspect if governments knew where internet was going - they'd have killed it while they could.
