I recall in BMW documents somewhere that the dealers get the latest software release soon after the applicable version is made available at the end of March, July and November. This is used if immediate issues need to be sorted. The general availability for the OTA update is then just before the next release is made available to dealers. It does seem like European countries, Canada, Australia, etc, do get the release a few weeks ahead of the US, though, going by the info on forums for other models.

I picked up my new car Dec 29. It came with 11/2023.25 on it. Australia. When I try to look for the release notes via the app I get only 23-07 info..
