The CF overlays? No, just gently peel, maybe use a hair drier to loosen up the adhesive a bit.

Maybe a plastic trim tool would help, or a credit card, though with either you need to be very careful to not damage the car surface or CF overlays. You definitely will need new tape.

That is foam tape, thicker than what you want on something that needs to be flush. Id find regular thin 3m double sided tape

How are you installing? You need to apply the tape to the CF and leave most of the backing on the tape. You want only a little bit of the adhesive touching the panel to lock in the placement, fold out the backing material so once its placed correctly, you then pull/slide off the remaining backing. Hard to explain in text, there are youtube videos on how to apply things with double sided tape. Same mindset when installing a CF spoiler that adheres with double sided tape.

This is the one I have on my car. Make sure you select the correct option/version.
