does anyone know if gen2 b58 can run e30 bone stock with just downpipe + jb4 ??

JB4 yes you can run E30 with one of the maps i run E30 with Racechip because here in Nevada we have the worst 91 in the states so E30 for me acts like a octane booster

You can run a small mix of E85 stock, but you won't get much benefit from it

In my opinion, if you have access to E85 and you'd like more power, the JB4 is a must
