It is "easy" to find one or a group of app developers. Just search for them on entrepreneurial or developer platforms or at the technical/IT universities/schools. They have skills but not always knowledge of what feasible business model is or how to bring an idea to life/market, nor what the market really needs/could use.

thank you, I am in the process of doing that, but since it is a car specific app, I figured I would ask all the car lovers on here
