Help. What is this piece?

Found this up on the passenger side of the car in the small vent area by the cabin air filter. It was just sitting there. Does anyone know what it is or where it goes? Also the small grate things are they supposed to be held down or just sit in place? One was in place and the other was moved a little[IMG][/IMG]

And yes, the leaf catchers just sit in there, not firmly attached.

The grate sits in place. Nothing holds it down per se, but it shouldn't be very loose.
