If you have a used car capable of being controlled by a remote app, you car does not know the last owner sold it.

The Bmw dealer can unattach the old accounts from car.

That is true. Can any dealer do it, or does it have to be the original one, and what is the charge for this?

Idk. I would assume any can do it. I bought mine CPO and they removed it before I left. They were not the original dealer when car was first sold. I would also assume there is no charge as I would think due to the reasons stated in your post

I think the article mentioned having a dealer disconnect the car from the app. A CPO is somewhat different than a car which has gone through auction.
