That is true. Can any dealer do it, or does it have to be the original one, and what is the charge for this?

Idk. I would assume any can do it. I bought mine CPO and they removed it before I left. They were not the original dealer when car was first sold. I would also assume there is no charge as I would think due to the reasons stated in your post

I think the article mentioned having a dealer disconnect the car from the app. A CPO is somewhat different than a car which has gone through auction.
