Codes? Warning lights? Losing any coolant? Sounds like a fan problem to me, given the highway vs city distinction.

Highway = more air cooling engine.

Do you hear the fan coming on when the car is at idle?

Is it loud?

Normally the fan spins somewhat slowly at idle once th car is wam, keeping the noise down.

If the fan turns it is time for a new pump and thermostat.

The fan should engage well before you get the overheat message.

If it does not you may have a bad fan.

If it does, then pump and thermostat.
