he's not selling it, it's a lease transfer..maybe that's what is owed through the remainder of his lease..?

I think that is the remaining lease payment as mentioned above. $11,500/23months = $500/month; I would guess its for the lease payments. Unless the person is looking to recoup a $11,500 down payment on it which is possible but unlikely...
