I'd like to add the black M Performance side skirts to my new 2016 F31. Are these stickers or large plastic pieces with a separate M Performance sticker ? Anyone happen to know the part numbers for them ?

Am I reading this correctly ? About $140 for each side for the plastic then an additional about $140 for each decal ? So over $500 to add the black lower trim with stickers ?

Looks like $450 it if want BMW parts. You could shop aftermarket for the side skirt extensions and also go with sticker design 2 (51142413970), which is not the full black decal.
