335i exhaust flap stuck

My 335i exhaust flap does not seem to open--the pipe never gets hot. i put some wd40 on it, and now I can open and close the flap manually (w/ a screwdriver) but it takes some effort and it does not spring back. Should it move easily? The vacuum line is connected as it should be at both ends. The car drives great except that after a long highway drive it developed a low rpm drone, which seemed to lessen when i fiddled with the flap... Not sure how the flap is really supposed to work. Anybody have any insight about this? thx
