Programming another cars key to work with yours

Can a used key sold through internet websites be programmed to work as a spare? What would prevent this?

Every time you stop the car it encodes a special number on your key fob (billions of combinations) and next time you start the car it has to match that number that the ECU remembered from the last time. It remembers 2 codes, the one key you generally use and the spare one that came programmed from the dealer, so the 3rd one not only wouldn't be recognized....but it also wouldn't remember.

I bought my car used with only one master key.
Either i should find the second, or order one

it's always good to have 2 keys in case you lose one.
