Does temperature affect HID ballast?

So I recently noticed that sometimes my HID quit working when temperature drop to near 32F.. but it will work again when I restart the engine. Today's temp was around 50-60F and the lights work perfectly fine... Does temperature have any effect on HID at all? (the bulb, the ballast.. etc.) Raymond

One more thing I found is that when I do have one side of headlight going out, turning on the high beam helps to keep both my low beam working..
I really think im car is just acting weird....
