Is "buckwheat" a racist term?

Local politician gets into a Facebook fight with a black woman and calls her "buckwheat" and then says “buckwheat” is a term he’s been using since he was a kid and that it carries no racial connotation for him.

Have heard it, and it has a racial connotation, but I dont think its too bad. Can be much worse. Just dzigiken or whatever the hell his name is in the other thread with the slave ship joke

Read the article; dont think it was intended as racist. First of all it doesnt look like he even knew her race based on the fact it was an internet discussion and her avatar is hello kitty. Second, he's a politician and probably not stupid enough to use a racist term on internets for all time to see. Lastly, he's a liberal, and while that's no anti-racist badge, its more likely he's not racist.
