pan drop to replace megatronic sleeve?

Just curious if transmission pan needs to be dropped to replace the sleeve? went to get a quote and was told it needs to and while at it, might as well replace the transmission pan with filter.

I'm 90% positive it does need to be dropped. I just took my car to the dealer this AM for the same issue.
