Active aerodynamics

I noticed that 2008 N47 320d has active air flaps inside kidney grills that block radiator so that engine can warm up faster and also reduces drag and for example 318d 2011 N47 doesn't have it. Why adaptive air vents are no longer there? Or 318d models never really had it?

I found out on BMW OEM that both 318d and 320d had active air flaps even on LCI models and than they suddenly don't have it anymore! Why? Maybe reliability, costs or something else?
