is there a mod to turn the red alarm light on without alarm

The clown nose on the rear view mirror? It should turn on when you lock the car. It blinks.

I purchased the OEM alarm for my 2009 E90 that was pre-wired for alarm. I started the install by doing the hood switch first.

After plugging in that one piece, the clown nose began blinking for the first time when the car was locked. I later moved to installing the siren and having car coded.

If you just want a blinking red light, you may be able to get away with just the hood switch.
