BS from dealer service?

I've had a repeat "transmission malfunction" light problem. Only recently did it start exhibiting noticeable symptoms (slipping, hard gear changes). First time it happened, I brought it in and BMW dealer told me no issue. Now I've brought it in and the dealer says they've confirmed there is a transmission problem, but that "BMW does not allow dealers to work on transmissions, so we need to have BMW come in to look at this themselves." This is a major dealership in a major metropolitan area. Can this be true? I'm really surprised if dealers aren't permitted to work on BMW transmissions....
