I don't think so. A few people on here have them with and without aftermarket exhaust. Typically you just hear more turbo, which is what I want.

Any catless (and probably even HFC) will be technically offroad use only and 'illegal'. That's because it will cause your car to not pass emissions. The reason they have those cats in the first place sucking up your HP.

It varies from state to state, some are really lenient while many are becoming stricter and checking the actual emissions with a sniffer from your tail pipe.
