Since i want to make space at the basement, yes i would consider shipping them, but will need some sort of help with which compagny to choose, and the shipping will be at buyer expense.
very good question actually. I can't call that scratch because the surface of the wheel feel smooth, looks like "something" is hapenning between the wheel and the finish coat. All the wheels looks like that, if you need more detailed pick i will show some more |

My best guess is that they use a low-quality clear coat one the wheel because as the OP said, you cannot feel the imperfections the surface. However, the peeling makes the wheels hideous & and I wouldn't consider purchasing them unless you intend to have them refinished.
