how many km/hr mi/hr does the car have to go in order for the wheels to appear as if they're spinning backwards?

I just remember watching the Moon Walk on that old white pickup truck from Lassie.. Everytime the dad rolled in, those wheels would moon walk.. I never understood how it looked like it was going backwards as a kid..
