What does the vibration actuator do? Does it reduce vibration or
is it to make fake vibration for more 'road feel'

It's probably the Lane Assist feature. When you cross the lane divider lines on the road, the wheel vibrates to let you know. Not 100% sure about the G87 but that's how it works in my M2C.

FYI, there is a heating function retrofit where a button is added to the back of the wheel, since our cars can't get 8.5.
