Surging when idling...auto start stop issue??

So my auto start stop has never really worked. I complained last service visit and they said they "fixed." Worked once and then never worked again. I prefer it off, but to do so you have the bright orange off light. so I turned it "on" to turn light off. Lately I have been getting odd surging at red lights. Could this be the system being confused turning off and on quickly? Or just coincidence?

Could be, as cluster light on indicates OFF and vice versa.
I could also imagine, that "playing" with it alot could most likely damage something but speaking of surging. What do you mean exactly by surging?

Wouldn't large variations in RPM on idle be more likely to be an issue with ICV than auto start stop?

descibe more about this surging...do you have your foot on the brake when this happens?

"do you have your foot on the brake when this happens?" Yes. Sitting at light. First time I thought I hit gas pedal, went over 1,000 rpm. Put the stop start off (light on) and no surging yet.
