Passenger seatbelt helper activation normal?

My apologies in advance if this is a stupid question but I think my E92's passenger seat belt helper arm is activating when it shouldn't. Basically if I open my passenger door while the car is off, when I go to turn it on later the passenger seat belt helper arm activate even though the passenger door wasn't opened again and no ones sitting in the passenger seat. Is this normal operation? I just find it annoying whenever I grab something from my car while its off and then drive it later the arm activates every time.

Yup if you open the passenger door even before starting the car the arm will activate.

I coded mines off. Hated it when it wouldn't grab the seatbelt 2/5 times. Got annoying after while.

Thanks for the answers guys, yeah that's kind of annoying. Mine grabs the belt fine now after i folded the belt like a taco for a few seconds but is there a way to deactivate it without coding? I saw someone mention pulling a fuse when i searched but they didn't confirm where it was and which one to pull.

It's fuse 30 in the glove compartment.

Mine had weird issues with the motor running loudly and continuously after extension.
