Wires exposed inside the engine-bay?
I came a cross a 2017 35i with 31K that I was interested in purchasing, after detail view of the engine bay I notice some wire exposure and oil stain around the intake throttle body, take a look at the attached photo, is this even normal?

Welcome to cheap BMW craft a ship. They wrap the wire looms in paper or cheap plastic that falls apart after 20kmiles or so due to the heat. You should see the 50i and the heat it generates with its two turbos and Bmw put wire bundles right on top of the turbos!

That’s normal, those wires are connected to your engine control unit which is attach to your intake manifold for cooling purpose (cooling fins are in the air path of the intake manifold), they intentionally left it unwrapped for when you need to move/remove the intake manifold the wires can flex without resistance.
