What is this for?

I took off my engine cover today and found this fabric tape hanging on the plastic tubing. If it had any adhesive properties before, it appears to have been rendered ineffective possibly from heat. Then as I poked around, I found a couple other instances of this limp fabric tape just hanging out.

Anyways, my question is... what were these initially used for?

Probably like tek tape,just a factory fabric wire loom tape. I wouldn't worry too much about it.

Cloth tape application is usually to prevent noise. It looks like its probably to stop any noise from the cable vibrating on the engine cover.
