E93 front seat issue

First post on this forum. Back in the M3 family. '12 e 93. Can't move the driver's seatback forward. When I push on the lever that used to release the seat back nothing happens. And the seat belt riser doesn't move up and down. It's a pain to walk around to the other side to let the dog in and out. Any ideas on how to fix?

Isn't the lever a cable mechanism - were you able to see the cable and trace if the cable moves when you pull on it?

Seat back doesn't come off like this one so I am not even able to get to the cable. Not really comfortable trying to take the seat back off with my total lack of experience.
