Could This Make The Car Faster?
Would taking the tray(shield)idk what its called, underneath the car,would it cool the engine/turbo's because it seems like the air under the engine would be trapped due to the tray and be heated by the weather and the engine ?

It's an aerodynamic aid, so no. It'll create more drag which will lower top end efficiency. My Lotus was smooth from tip to tail as it helped keep the car aerodynamically planted to the road.

any high end performance car, is completely covered underneath, look at the GT-R same sort of thing

That piece is there to aid in aerodynamic stability as well as to AID in cooling. With a completely open engine bay you get a lot of turbulence that will increase your under hood temperatures.
