You sure it's not a full year vs partial year issue? Assume you're in VA. I haven't heard of the rate per $100 rising in Arlington County but unsure of Fairfax, etc. Always confusing the first year. I know I'll pay on a partial year of the 650 and partial on the E93. No idea how it's going to turn out and couldn't tell you for sure that 2011 taxes on a 2011 M3 alone will be less than 6 months with an '07 650 and six months with an E93 this year.

will Virigina insurance companies insure a car that's registered out of state?
So basically, you tell them that your car resides here, but the only thing is the car's plates and tags are out of state?

I'm in a situation where my DL and Tags are out of state, but my insurance is based in VA. I'm not lying to my insurance since they know the car resides here in VA, and I'm not lying how much I drive every year blah blah blah, I even buy renters insurance from them. I don't see an insurance problem here, anyone else?

Tax evasion...that's a difference story. I'm not proud of it, but if there'a a loophole, I'll stick my head in it.

I tried to register my car in Maryland, since my parents still live there, and it was going to be a PITA. From what I remember, the person on the title has to reside in the state, as well as the primary driver, for the insurance. So i would have had to take out another loan, have my father as the buyer, have my father as the primary driver and myself as a secondary driver. Also, with MD, when you register a car in MD it will cost you 3% of the assessed value since VA is 3% and MD is 6% and you will need to make up the difference. To me I didn't want to go through this hassle and my father wasn't to keen on the idea. My father did tell me that car tax was the reason he left VA 45 years ago, he had a VW bug and his tax was more than the car was worth.

^I see.

for me it's a lot easier. I was from Ohio, since moving to VA, I've never changed my driver's license so I'm able to renew over and over again. (based on my parent's house) When I bought my car, I simply registered and titled it in Ohio and I purchased VA car insurance, told them my residence in VA etc.

I'm kosher on income taxes. I pay my state taxes fully to Va. Ohio once asked me to pay taxes but i sent them a proof that I'm not in ohio anymore. The only thing Ohio can find out is that I have a "discrepency". I claimed property in Ohio, but no income based on Va residence, yet I'm still registered to vote in Ohio. i'll fix the voting part in next election so I think i can fully clear this up. (lots of ppl have property in one state, but live and earn a living in another.)

But car insurance wise, I think I'm okay.

i think there is a way you can contest it.

For example:

for my m5 i paid approx 1700 for a car i bought for 54999.

that said, if my property tax is higher than 1700, i will contest it because

i qualify for "tax relief" which is 20k off the assessed value of the car, then divide by 100, then times 4.75.

This is all on the DMV and/or state website.

and they go by NADA retail value! regardless if you bought it for less.. if i recall correctly
and if its not on NADA yet like the 2011, they go by MSRP sticker of the car.

Find a friend in Florida. One Tag, NO Emissions, NO TAX, and about a 100 bucks a year in registration fees.

i also had a heart attack when i saw my tax and went down to the Gov. Center and showed him the price i paid for the car. They were able to fix it with a little convincing. Give that a try next time.
